Iam unable to change my note page background to dark.
To anticipate some answers yes I went to setting and set the theme to dark but its still not working.
The toolbar is Dark but the page itself is light

That is correct. Apple does not offer this capability.
Support for Dark Mode is not yet universally supported by all Apple or third-party Apps.
Apple invite submission of comments and feature requests via its Product Feedback portal. If you would like to see a specific feature or functionality in a future version of iPadOS, this would be the most appropriate channel through which to make a request:

As you can see on the screenshot I attached to my message, I have already done that 🙂
What I don't understand is that this feature already existed. It suddenly disappeared. It's available on iOS and Mac OS. This is not a new feature request.
