Does the latest iOS update allow messages to show as 'Delivered' when sent to someone who blocked you?

hi, i’m just wondering because i saw online that a new update occurred where messages you send to someone who blocked you still say delivered. i tried this with a friend, i found it to be true but i don’t know if it was a glitch when i tried it. previously, when you sent a message to someone who blocked you, you would never get a delivered notice. can someone confirm/deny this??? i’m so confused. this used to be the main way you could tell if someone blocked you on imessage…
