How do I fix a stuck software update during Apple Watch setup?

I purchased a new watch SE to replace my daughter's old one that broke. I attempted to pair it to my phone but in order to do that it first made me unpair the old one which reset the old watch too. Then I was able to pair the new watch. I tried to set up the new watch using the restore from backup so that all of her contacts, etc would carry over. This required me to do a software update first. Did the software update but it keeps getting hung up at the end. It just says verifying without anything happening.

Any suggestions?
