Unfortunately, backups need to be performed before disaster strikes. By resetting your iPhone's passcode, you will be forced to erase the device and restore. You'll now have to restore from new as you have no backups. No other way to circumvent that.

Once again, sorry this has happened to you. Once you are into your iPhone, be sure to turn on iCloud Backups. They will perform automatically when the device is connected to Wi-Fi and charged, which usually performs overnight if that's when you charge.

Unfortunately it is the backup that is needed in your case and is the entire reason why backups are performed to protect your data.

Apple does not know what your iPhone Passcode is and that is for your protection and why law enforcement are unable to get the passcode from Apple to access your device. Your iCloud Password is irrelevant as your device Passcodes are not stored in iCloud.

Were you using iCloud Photos?

If you were using it, it would have acted as a sort of backup, even if you didn't realize that it served that purpose. (Before you ask, if you weren't using it, it's too late to use it to save your existing photos.)

You can check to see what photos might be there by logging into https://www.icloud.com/ . If you got lucky, and there are photos there, you can access them now from a Web browser – and once you reset your phone, you can enable iCloud Photos on it and they will start "coming back".

Either way, once you reset your phone, it would be a good idea to use iCloud Photos going forwards.
