Orange microphone dot on iPhone suddenly appeared and I couldn't find which app or function was using it.

I figured it out but now I can't turn on the iPhone function causing it without having to live with the orange dot on at all times.

I was outdoors using cell data. I attempted to open an app I haven't used in many months, if not a year or more. It warned it did not have microphone access and instructed to go to Settings to give it. At the bottom of the message, in blue, the only option was "OK," which I pressed. I tried to go to Settings, but the app wouldn't move up or shut down. It had taken over my phone. After restart, it was still there, with the message showing again, but somehow (I wish I could remember) I was able to turn off the app. I then deleted it and it's data from my phone.

Ever since the restart (where the app was still on the screen) I have had to live with the orange dot. I shut down so many things and removed so many permissions that I'm probably going to have to live with requests for the mic for quite some time. However, I did find the culprit. In Accessibility, I had turned on Vocal Shortcuts and added a few to the menu. But that was months ago. I turned it off and instantly the orange dot disappeared. Before turning it off, I tried using it and it wasn't working. Now I can't turn Vocal Shortcuts on without the orange dot appearing persistently. Any ideas?
