iPhone 15 pro max upper volume button suddenly stopped working. Lower volume and silent buttons still work fine. I have triple checked sounds and haptics; I’ve checked Bluetooth; I’ve restarted the phone twice; and I’ve even reset to factory settings. Still not working. Any other suggestions would be welcome. I have also already installed the latest update.

If that is the only button not working, I would guess that is a hardware issue. Make a Genius Bar appointment at the nearest Apple store to have the device checked. They will explain your options. Genius Bar Reservation and Apple Support Options - Apple
