The iPhotos Library doesn't load when trying to post photos on social media. Going to Settings > Privacy > Photos does not work because there is no option to add apps to the permissions list. Anyone have a workaround? Maybe just export photos to a desktop folder?

Is the library set as system library in Photos settings? Exporting a photo to the Desktop (.heic as .jpg, if necessary) and then uploading it to social media is a workaround if that does not work with some site.
Have you made certain you are logged into your Apple-ID?
How do you mean "that option is not available"? If the "Use as System Photo Library" button is dimmed, that usually means that the library is already the System Photo Library.
No, it isn't, and that option is not available. I think I made a mistake somewhere because my photo library is in Pictures>New Folder With Items. When I tried to get it out of there, the computer started updating photos and now I'm afraid I'm going to lose all my photos. Help!

As markwmsn says, go to Photos Settings>General to see the System Library setting as well as the path to the current Library:
In this picture "Use as your System Library" is grayed out, because it already is the system library. Only the System Library can connect to iCloud.
