I can't pay with Apple Pay, at first everything worked but then I couldn't pay anymore, after that it said that I needed to confirm the card, there was confirmation but it didn't work and after that I can't download applications, it first asks me to enter a password and MANDATORY to link a card and everything was the same, please help

Apple Pay is not used to download apps so not sure what you are talking about. Apple Pay is used in physical stores and websites. It has nothing to do with Downloading apps.
Do you perhaps seen its asking you for a payment method to be added to your Apple account?
If so, yes, a valid payment method is required to make use of the App Store services, including downloading free apps and updating existing ones.
If there's. spending charge or some other issue with our account now, it will prevent access to said services and you will need to add a credit or debit card to your account to resolve the issue. There is no way around this at this point.
You must add a payment method.

Once added, and if no other issues are present, and you have no active subscriptions, you should be able to remove the payment method from your account.

Oh sorry i see a credit on app store and i cant download apps because of the loan that hangs over my head

Yes, if there was an issue with the payment method on file you will need to re-verify it even the app you are trying to download is free.
There is no way around this. You will need to verify your existing payment method or add a new one.
no you misunderstood me, before that I had already added my card and made purchases but then I couldn't make purchases anymore it shows that I need to enter the data again so that the card can work but I enter the data and nothing happens and they also ask me to do it again, but when I go to the app store they ask me to enter the password and add the card again even if the app is free I don't know what to do
