I noticed recently that my folders seem to have spontaneously rearranged themselves. I feel like my camera and photo app used to be in my photos and videos folder- but now they’re in “other”. I tried dragging and dropping between folders and also from folder to home screen to folder but they won’t move to from the other folder, which seems silly because they are photo and video apps.

It sounds like you are trying to move apps between App Library folders, which you cannot do. Your iPhone can automatically rearrange the App Library based on your usage and after you download an app.
While you can submit feedback to Apple, Apple’s own algorithm sorts the App Library, and if you want to move and sort apps, that would be for the Home Screen. Feedback - iPhone - Apple

Actually it won’t let me move anything out of the other folder. TikTok got moved from social, and notes and reminders got moved from productivity. How do I fix this?
