Gmail is requiring two-step verification by sending a code to an iwatch, but the iWatch 4 does not have Google on it. The iphone 8 has Google, but I can't get it to sync. (Yes, i know, problems with old technology, but this is for a nonagenarian parent). Suggestions? Buy new phone???

That combination should work; the Watch series 4 can sync with any iPhone later than iPhone 6. Have you followed these instructions→How to pair your Apple Watch with a new iPhone - Apple Support
Google has nothing to do with pairing an Apple Watch to an iPhone. The link Lawrence provided should be what you need to pair an Apple Watch 4 to an iPhone 8. Do you by chance not own an Apple Watch, but instead own a Google Watch?

This is what happens when I do not provide full context (my fault, of course): In order to access my father's gmail account, which has the iWatch listed for the two-step verification--why, I don't know--I need to open Google on the Watch for the code Google is sending. Of course I can't get into the account to change the method of 2 step verification without logging in (Catch-22 anyone?). While my father's phone has the Google app, the Watch does not, and I can't figure out how to get it on short of re-syncing the two devices.
OK. Please give us even more context. Are you trying to set up the watch on a new iPhone which was paired with a different phone previously? Is this still your dads watch or are you trying to pair it to your phone for your use. Please give us all the details, so we can help you solve this.
Returning to the matter at hand, with variations--and apologies for my delay in thanking you for your previous assistance (life got busy).
New problem: my father accidentally deleted Workout from his iWatch 4, though I'm not sure how this happened but it's not there. If I go to his iPhone 8-->iWatch, I find Workout but there is no way of (re)loading it on the Watch. I can't find the app anywhere on the Watch either. MIrroring is turned on.
Apple's support pages have been less than helpful.
