Why is 'ShortCutsActions' listed in App Privacy Report after uninstalling Shortcuts app?

So I noticed under App Privacy Report I had ‘ShortCutsActions’ that was recently used. I’ve had that uninstalled and don’t use that app. Could this be a security issue? It was also toggled on in the cloud (both places). The screenshot shown below I did not have the shortcut app installed. It’s not something I use or know how to use.


And when you download an app does it automatically create a widget/shortcut? Asking because I then downloaded shortcuts and it lists one bank/credit card company but not another I have downloaded. I’m also not given the option to delete it from shortcuts as it’s grayed out.
