I have screen time limits for social media apps and specifically for TikTok on my child’s phone. They blow right through any limits. All the other apps are greyed out, but TikTok remains. How can I get Apple’s screen time to actually work with TikTok?

Probably you are looking at the wrong device. You have set downtime for your device and looking at your child's device or vice-versa.

Incorrect. As I stated, all the other apps are greyed out on my child’s device. This indicates that screentime is working properly on his device on all apps except TikTok. TikTok is doing something to bypass Apple’s restrictions.
