iPhone 16 Pro Max not updating, unable to download apps, and some apps malfunctioning

Hey last couple days my iPhone has been acting weird. I have 16 pro max, some apps aren’t fully functional and some are not functional at all. When I try to download apps from the App Store it just keeps going in circles and doesn’t download. I tired to update my phone to the new update and it just kept saying verifying update all night and my phone got frozen. I restarted it & tried the update again and no luck. I’ve tried restarting it 3x and nothing.

im getting frustrated lol or I might switch to android

If any of the six options listed below is true, selecting "None" as a payment method won't appear, and you cannot remove an expired or lost card. In such cases, providing billing information is mandatory.

The "None" option will not appear...

If you have an unpaid balance or payment due
If you have a subscription that automatically renews
If you're using the iTunes Store or App Store for the first time
If you are not in the country or region you’re creating an Apple ID for
If you changed your country or region
If you're a part of Family Sharing

If you can't download, make purchases, or update apps, including free apps, you must update your payment method or add a new one. If you verified that a payment method is available in your country or region and you're still having trouble, learn more.

Everything is up to date in the App Store. Also when I go to my profile on the App Store every time it freezes the app.
