After pasting in an image (screenshot), is there a way to resize it? It sure would be nice if there were resize handles on the image, but I don't see any. Sometimes the images are huge and I would like them to be a bit smaller in my note.

there is no tool to resize directly.
but if your image is like mine that can be cut, you can click on the "v" icon, then select markup:
then use the crop tool to resize:

Wow! I never knew you could edit the image like this. That is great. I sure wish Apple added a resize option. That would be the perfect spot to add it. Thanks for this tip!
You have to size them beforehand.
