Running iPadOS 18.5. I have been using the apps a long time. Problem started on June 8, 2025. Is there an easy way to keep these apps from running when I sign out? It is extra trouble if I have to shut down the device every time I quit using it.

I knew that The Weather Channel app appeared to be using my location, even though it is set to do that only when I am using the app. I managed to reset that by toggling to a different setting, then back to only while using. That helped a little.
Then I realized I had not powered off my device during the time this was happening. After powering off and then back on, all the background activity has stopped. Things appear to be back to normal for the last couple of hours.
If the problem started on June 8th, then the developer of the app updated it on that date and is why you are now seeing that behavior. They may have a glitch in that version or intended behavior on how they want their app to operate. Contact the developer for an explanation or if they plan on an update to correct a problem, Apple cannot do that for them.
Your device will let you know the behavior of the app, whether it is using your location identified in your status bar or consuming your battery when looking in Settings. You then have the information to make the determination on whether you want to continue to use the app or follow app with the developer on the operation of the app.
Good observation. When you power down all apps are terminated gracefully - that is, iOS tells each app to clean up because a shutdown is imminent. If any fail to respond and say “all done!” they are forcibly terminated. The shutdown process thus takes a little time; around 30 seconds. That’s why you can’t restart immediately.
