Your iPhone 7 cannot be updated past the current release of iOS 15.8.4, so iOS 16 will never be an option. You will have to upgrade your iPhone to run iOS 16 and beyond.

An iPhone 6s, iPhone 6s Plus, iPhone 7, iPhone 7 Plus, or iPhone SE 1 isn't capable of 16 or above; they require an A11 or better CPU.

Your iPhone 7 cannot run – and will never be able to run – iOS 16 or higher. If you need to run something later than iOS 15, it is time to purchase a new iPhone.
