ye and it tingles bcz it's in cover too 180° flip don't work it's same

Typically tingling doesn’t come from the outlet; it is what is called “parasitic induction” - the charging wire picks up stray electromagnetic signals from nearby wiring. It isn’t dangerous. However, if you get a real, painful shock, throw away the charger you are using; it’s insulation has failed (or, if it’s a cheap one, it never had insulation).

All Apple and all quality power sources are double-insulated, meaning neither side of the AC circuit connects to the cable or its sheath, so grounding them is not important.

A properly wired house should use shielded wiring inside the walls ("BX cable”). If you are feeling a tingling there are probably long runs of cable in the wall that are either minimally shielded or unshielded. It isn’t a terrible thing, but it can cause the effect you are seeing.

There are other possibilities such as the neutral and ground side of the wiring connecting to each other in more than one place (at the main panel), but you would need to have a licensed electrician to check for that and other possibilities. It probably isn’t worth the trouble, because it is not a health or any other risk.
