On the iphone 16 home screen, i want to swipe down to reach the upper icons...i have turned Reachability option on...but when i swipe down on the home screen, it always go to a search dialog. How do i swipe the icons down on the home screen? Thanks.

It sounds like you are opening Spotlight Search on your iPhone which also is accessed with a swipe down. But that is done with a swipe-down in the middle of the screen, to use Reachability you must swipe-down on the very bottom of the screen, where the bottom App bar is.
