does my macbook use smart charging even when charging over USBC?

recently I started charging my MacBook Pro m1 via a USBC connection that I also use as a monitor cable. I found that every time I put it to sleep, the monitor would turn off and so the drives I also have connected via the monitor would disconnect without ejecting (prompting that error).
so.. I changed the monitors setting to only go into sleep mode. This now means that I essentially have a continuous charge going to my MacBook via the monitors USBC cable even when its not on.
Ive now noticed now that my battery never seems to dip below 100% as it used to, due to the smart charing that would only charge it when needed. Am I right in thinking that it's not using the smart charging feature now it has a contiuous charge even when the machines off? (as it certainly seems that way) And is it ok for me to continuously have a charge going to the Mac via USBC now?
