Location sharing issues on iPhone shared location expires immediately, and requested location is unavailable

why when someone tries to share location it expires straight away and when i request location with someone it says unavaliable? all location settings are on for both people etc? I’ve tried turning find my iPhone on and off. Literally tried everything!!

Perhaps a long shot:

Do you have a 3rd party VPN installed, even if you are not using it? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN, then restart your device. Don't just turn it off; delete the profile. If that fixes it, you can try reinstalling VPN, but probably shouldn't.
