Your only option is to present the original receipt from Apple or an Apple authorized reseller. If Apple will not unlock the device, you have not met those conditions.
How to remove Activation Lock - Apple Support
When you say "I will not pay unnecessary money for a phone that is mine", what do you mean? While I have never submitted an Activation Lock support request, I do not believe that Apple charges money to remove an Activation Lock if they feel that you have met their conditions.
Did you log into a scammer's Apple Account on your phone, only for the scammer to turn around, put your phone into Lost Mode, and try to extort money from you?!?
