I keep an AirTag on my keys and it is assigned to my Apple ID. The AirTag notifies others who are travelling with me that an AirTag has been detected following them, even when my phone is with me and my AirTag. How can I stop this from happening? I have Bluetooth on and the AirTag is under my Apple ID.

It’s in settings, in a sub-menu of FindMy iPhone. (i.e. need to click the “>”)
What you are describing is exactly how the Apple AirTag is supposed to work. Basically the only way to "stop" it would be to remove the battery from the tag, or ask the other iPhone users to disable "Find My network" (Settings > Find My > Find My iPhone > Find My network) on their respective devices (& yours) ... neither solution is ideal.
The AirTag irelies on the Apple's crowdsourcing "Find My network." By default, this network is enabled on all iPhones.
