iPhone storage constantly full despite deleting apps and clearing cache

My iPhone storage is constantly full, yet I have deleted or offloaded a ton of apps, cleared safari cache, cleared large files in messages, emptied deleted file folders, etc… yet my system data keeps going up, it now has 32GB , which is half of my storage. I have been dealing with this for over 2 weeks, how can I get more space? This is so frustrating , I can’t use my phone for anything.

You likely have something corrupt in your system data. You should restore your phone from backup, using your computer, which will bring your system data back to a more normal range.

I'm guessing you have an iPhone with 64GB of storage? It's just not enough anymore. Apple no longer sells any iPhone with 64GB. 128GB is the least you can buy now and even that, in my opinion isn't enough for future growth. When you buy your next iPhone, remember that storage can't be added after purchase, so buying one with enough storage to meet your current and future needs is a major consideration.
