Hi, I used mobile phone billing to purchase Minecraft Realms (RM33.90), but I never received the Realms and it’s not showing in my Apple purchase history. I have proof of the charge. Can you help me locate it and issue a refund? I tried twice and again it didn’t work. They took (RM67.80) total

Seems, if it is not listed in your purchase history, your purchase may not have been made from Apple ?
or
Perhaps Apple may have passed on your payment for you, in the same way that a bank does.
ie: A refund may need to come from the manufacturer or developer who has the money from the purchase

You may be able to re-download the app you purchased, from the same place you bought and paid for it
