I have taken the sim card out and reinstalled it. I have checked to make sure her number wasn't blocked. I have cleared the network settings on both phones. I have toggled airplane mode on and off on both phones. I have
done a hard restart. I am at a loss. Any help would be appreciated.

No need to repeat the advice that you have already received. The following might help at this time though. Worth a try.
On your iPhone......
Tap Settings
Scroll down and Tap Apps
Tap on Phone
Make sure that the setting for Calls on Other Devices is Off
Close out of Settings
Now Tap Settings again
Tap Apps
Tap Messages
Tap Send & Receive
Make sure that the only check mark is next to your phone number
Close out Settings and then power off and restart your phone.
Repeat the same process on your wife's phone for both Phone and Messages. On Messages, make sure that the only check mark is next to your wife's phone number.
Run some checks on both phones to see if things are any better.
If you still can't receive calls from your wife's phone, check on your phone to make sure that you have not accidentally Blocked your wife's phone.

Yep, sharing an account is fraught with problems as Apple has said for many years now. Read this --> Make sure that each family member has a unique Apple Account - Apple Support
You can use this link to unshare your account --> How to “unshare” an Apple ID - Apple Community
Then to share apps, photos, etc., use Family Sharing --> Set up Family Sharing - Apple Support
Do NOT share an Apple account. Full stop.
It will cause no end of problems. Just because you haven't had a problem with it in the past doesn't mean you won't in the future.
You each need your own Apple account on your devices.
