Screen Time ending early before set limits and downtime on iPhone

i’ve been up since 7am and have been using my phone until 11am and i get a notification from screen time that reads “5 minutes remaining for all apps and categories” now keep in mind my actual downtime is at 10pm and the hours i can use it are 8 and it’s only been 4 and this has been a persistent issue turning off the phone and turning it back on doesn’t work and it’s really frustrating does anyone know how to fix it
