Roaming on CellularAtSea PLMN 90118

I am using iphone 14 IOS 18.5 My iphone does not see "CellularAtSea" PLMN 901 18 LTE while roaming on cruise ships. The network provider Wireless Maritime Services who is broadcasting PLMN 90118 in LTE band 5, 66. I am using AT&T SIM in my phone and I have international roaming enabled.

I have used applefeedback, apple support app but that was not able to diagnose this issue, it kept saying network is fine.

Anyone experience this? How can Apple fix this issue?

I checked with AT&T they said they are not responsible for it, they have roaming with this 901 18 carrier for 3G & 4G on many cruise ships. It just so happened I asked another guest if they had same issue, but this person had a Android phone with AT&T SIM and he had no issue connecting to that 4G network. This is leads me to believe it's specific to iphone. I also looked into "Field test mode" for iPhone and it does not show any network or band. I'll check with https://cellularatsea.com/ folks.

Why would this be an Apple issue, their not providing cellular data to your device.
