You have to enable it with your carrier. If you don't, it doesn't matter what you do with your phone. Although I've never heard of it being the case, it's possible that your carrier doesn't offer international roaming.

On the phone, the setting is found in Settings>Cellular>Cellular Data Options>Data Roaming.

your last sentence is exactly the problem. I go to setting>cellular and there is no reference to cellular data options. There used to be but somehow now with the latest iOS update it no longer appears. Btw I am set up for international roaming with my carrier.

Also check Settings, Screen Time, Content & Privacy restrictions and turn off the switch at the top of the screen.

Does your current carrier offer an International roaming option? Options like this would be offered by your carrier. Apple would not be involved or have anything to do with this.

For example, AT&T in the U.S. offers a plan that will work just about anywhere in the world. On a recent trip to Italy, my wife and I switched on our phones when the plane landed and automatically connected to the carrier in Italy in a few seconds.

Before trying anything below, back up your phone:

The first thing I'd try is resetting Network Settings. Settings>General>Transfer or Reset iPhone>Reset>Reset Network Settings. The only thing you'll lose is saved WiFi passwords. I don't have a lot of hope for this but it doesn't take too long and it may work.

You might also try this:

Manually update your carrier settings on your iPhone or iPad - Apple Support

Next, Settings>General>Transfer or Reset iPhone>Reset>Reset All Settings. I get that it will be very annoying to have to redo all of your settings.

Other options. Restore the phone to factory settings and test. I recommend doing this using a computer as a fresh copy of the operating system will be installed:

If it works properly at that point, you can try restoring your backup. If that brings the problem back, you may need to restore to factory settings and then sync data through iCloud and reset all your settings.
