i actually figured out this issue myself i just came here to share it with others who might have the same issue. if you have a recent ipad model it most likely came with a new charger. if your apple pencil 2 won’t connect after you’ve tried everything, simply unplug the charger from the block and plug one end into the apple pencil and the other into your ipad. the apple pencil should immediately pair.

If your Apple Pencil has a connector on the back then its not an Apple Pencil 2.
The Apple Pencil 2 or Second Generation has no connector. It pairs to the iPad by magnetically attaching it to the strip on the side of a compatible iPad.
The 2 pencils that have a connector on the back, are either the Apple Pencil First Generation or the Apple Pencil USB-C.
The Second Generation Apple Pencil, and the Apple Pencil Pro do not have such connectors. Also the Apple Pencils are compatible with specific models of iPad.
