Insufficient storage for software update on iPhone

I can't update the software. In the reasons, the system indicates a shortage of 8.57GB, but on the phone it's 11GB free. What should I do?

Less storage is required if you connect the iPhone to a computer using a cable and apply the update using a PC or Mac.

If you have not already tried this, now might be a good time. But, even if this is successful, storage space is getting tight on your iPhone, and you will likely have storage issues on future updates.
