How do I fix volume issue after dropping my iPhone in water?

As KiltedTim correctly suggests liquid damage cannot be fixed. Other issues will likely happen on your phone, so you should make sure it is fully backed up in case it dies, which can happen. Since Apple won't even attempt a repair on a liquid damaged phone, you'd at least have your data to restore to your new phone when you buy it.

Liquid damage is not repairable.

Make an appointment at the Genius Bar or just buy a new phone. The phone will have to be replaced.
