Unable to add devices to AppleCare One plan

I have several devices covered under applecare+ and want to move 3 of them to the new apple care one plan but when i try to add some of the devices it says they are not eligible. How can i get them added? It is an Iphone 15, 14 and 13 all less than 4 years old

According to Apple:

Any product that was recently purchased or is currently covered by AppleCare+ can be covered in your existing AppleCare One plan.


You can also add devices you already own that are in good condition (a diagnostic check and/or inspection may be required) and four years old or newer or any headphones one year old or newer.

My current iPhone 15 Pro Max has its own AppleCare+ plan, and is not able to be added to AppleCare One (no option to add it). The phone was purchased using the iPhone Upgrade program. Perhaps those devices (which require AppleCare+) are simply handled differently. It would be great if Apple explained this in the AppleCare One settings app.
