I ordered an iphone 16 pro on amazon.de, but the phone itself was missing from the box. Only the packaging and documentation were included. How can lock the phone?

Did you purchase it from Apple’s Official Store on Amazon, or a separate third-party seller? There’s no way to lock the iPhone as it hasn’t been setup yet except if you paired a carrier with your number with it before, you can contact your carrier to restrict cell service on it. I would contact Amazon to report the issue and sort this out with them.
You can not “lock” - or do anything else to the phone - as it’s not yet been added to your Apple Account.
You cannot locate a new iPhone. There is no way.
