iOS 18.5 | iPhone 15 Pro | No text message notification for certain people

iPhone 15 Pro, iOS 18.5. I am not receiving text message notifications from certain people. I have assigned a ringtone and text tone, I have set Emergency Bypass to ON. Focus is off, Do Not Disturb is off and I have unmuted the conversation from the Message list. I have "Erased All Content and Settings", including eSim, then restored from backup, still not working.
