I wanted to buy an older model iPhone, one that isn't carried in the stores, and I have been looking at the Apple Refurbished models on the Apple site. I'm wondering if there are only certain models that are available through Apple, or if it varies depending on parts/supply? I haven't seen anything older than the iPhone 14.
I was hoping to buy the SE from Apple, rather than a carrier or other unknown party.
It varies depending on supply – but judging by the list in the U.S. Certified Refurbished Store now, the only iPhone models that you are likely to find there are 14-series and 15-series ones.
There are no "placeholders" for "mini" phones like the iPhone 13 mini or iPhone SE (any generation).

I haven't seen anything older than the iPhone 14.
And you very likely won't. I can't recall seeing a model older than 2-3 years on the Refurbished list. Soon, you will not see the iPhone 14 offered any more as stock runs out.

Presumably you mean the original iPhone SE which Apple released in 2016.
There is no chance such an old model would be offered in Apple’s Refurbished area. Apple considers this a Vintage product.
What's available will vary. Often it will vary from day to day. All you can do is keep an eye on the refurbished store.
