If you have bought a second hand phone, and you’re not the original owner, apple wont remove the lock for you, as activation lock is one of the best theft deterrent systems out there.

When buying an iPhone, it is therefore imperative that you always check that the phone is not activation locked

There is nothing we or Apple can do. Unlock that phone. The activation lock is a security feature that prevents people from using stolen or lost phones. You have the seller's contact information. If it were me, I would demand a refund since they basically sold you a phone that cannot be used.
