For a month of use, 98% is right around average for battery health decline. But it may just be that since you purchased your iPhone refurbished from an unauthorized reseller, it may have been modified. Whether with non-genuine parts or non-authorized technicians. If this is a concern to you, you should return the iPhone. Then purchase a refurbished one from Apple’s own shop. All iPhones come with a brand new battery.

The measure of battery health deterioration/drainage is subjective and can vary depending on individual usage patterns. There is no universal standard to determine whether the battery health deterioration/drainage is normal or abnormal because it heavily relies on how the battery is used and maintained.
