How do I always enable 60-minute delay for Apple ID password changes?

Hi All,

I’ve noticed that whenever I go to update/change my apple ID password when Im in a different location from home, its prompts a 60 minute countdown before I am able to actually change my password.

I like this feature and would like to have it available/switched on at all time, even when I’m at home.

Does anyone have any idea how I am able to activate this?
