iPhone 16 gaming app download prompts and VPN interference

We both have iPhone 16s, but my wife's behaves differently, especially on gaming apps. I've reviewed both phone's ssettings and have not found any differences, but she gets bombarded with new gaming apps asking to download, but I don't. Why

Both using iPhone 16 with IOS 18.5, Surfshark VPN, and gmail accounts. Frequently, when she goes to start an existing game, phone will frequently start another game looking to have her download it, and it runs for 15-30 seconds before being able to opt out. My usually successful solution has been to pause the VPN, but not always. I rarely have any similar issues with my games. I have also tried restarting, and that usually works too. Is there a setting I need to look at?
