Yes, I'm experiencing that too, but it's normal. The background does change to reflect different weather conditions, but that background is not intended to be animated. If you can find a video of the weather widget background animating, please post it here.

A. Start with a Force Restart:

B. Clear the Caches:

Use my User Tip: How to Clear "System Data" in your iPhone’s Storage: - Apple Community. Caches would be being used for remembrance of application use. You'd backup your iPhone, and then restore your iPhone from the backup you've just created. All System Data will delete.
