bro I spent so much hours on trying to find the wallpapers setting and I REFRET STARTING THE STOPWATHH ON IT

On iPhones, the stopwatch only runs in the Clock app, and the wallpaper itself is just a static (or Live) image — it doesn’t animate the stopwatch on the lock screen.
You can’t make the wallpaper itself a running stopwatch.
Your question is a bit unclear. Are you having issues with wallpaper? Or are you having issues with the Stopwatch? Or both?
You also appear to have a screenshot of Screen Time Settings. How is that related?
