when I open the phone app on my iPhone it goes to a white screen with a message FACE ID required and an option for emergency at the bottom

Might Screen Time be involved providing restrictions?
Check Settings > Screen Time. Especially check Communication Limits there.
Is your iPhone unlocked before going to your Phone app? I am guessing the answer is “No.”
Try Settings > Face ID & Passcode > [Use Face ID for] iPhone Unlock = “off”.
The phone is unlocked with Face ID but when one opens the phone app they cannot make a call without using Face ID again. This is actually my mother in-law’s iPhone 12 doing this. We don’t know how this was set or how to undo it.
Finally figured it out…when you hold down any app it will give you the option of requiring Face ID
