How to draw on videos using an iPad 10th gen?

on the apps website for the Ipad 10th gen they show how you can draw on videos, i’ve been wondering how to do it as i’m generally confused. anyway i can get it to work

This sounds like Final Cut Pro, I think. $50/year. I don't know much; someone else will know more…
