I've had the same issue since I bought the 1st Gen. iPhone and have never found a solution. Pinching to resize doesn't work.When you release it, it explands again. I've tried everything online, but nada. Does anyone know the trick ? (if there is one.)

What I do, is open the photo in the photos app, click the size icons in the top right corner, and crop the image to wallpaper format. Works anytime
