Recovering old Apple Account for unpaid in-app purchase

Hello, I need your help. On my previous Apple ID, I made an in-app purchase but the payment failed because there was no money on the linked card. Later I signed out and created a new iCloud account.

Now I want to pay the pending balance, but I don’t remember the email or password of my old Apple ID. Could you please guide me on how to recover that account and complete the payment?
