If the motherboard is broken and you cannot follow all of the steps out of this article

If you see an iPhone, iPad, or Apple Vision Pro unavailable message or Security Lockout screen - Apple Support

I am afraid that it will be difficult to reset it. But if the motherboard is broken the iPhone is not doing anything and also not showing an unavailable message. So is the motherboard of your MacBook broken? Then you might want to take your device to the Apple Store and have them reset it there

Re: “Is there anyway to reset it without, MacBook wiring into phone, I know the Apple ID and password and the passcode”

No. You, yourself, told us that the phone’s Internet connection is not working, so you can’t try to erase the phone remotely using Find My. And if the phone is saying it is unavailable (with no retries left and no option to use an old password), there is no option other than to connect the phone to a Mac or PC.

Re: “after I repaired it, it now says “iPhone unavailable” motherboard is broken so I can’t use a MacBook or pc to reset it”

After you “repaired” it? Personally? I don’t believe that Apple or an Apple Authorized Service Provider would accept a phone for repair, do the repair, but then return the phone in a condition where it still had a broken motherboard and a broken Lightning port.

Is there something you would like to tell us to shed light on the situation?

In any case, if the phone is currently in the condition you say it is in, it is probably not economically repairable. I hope you had your data synchronized and/or backed up so that it will be available to use on the replacement phone.
