That's correct. You cannot ever update an iPhone 7 any higher than the highest release of iOS 15, which is currently iOS 15.8.4. If you need a higher iOS version than your phone is capable of running, then it's time to buy a newer iPhone at this point. Keep in mind your phone was released in 2016, 9 years ago. It was a great phone, but it is way out of date by today's standards.

The iPhone 7 Plus has reached the end-of-life support for Software Updates to the latest iOS operating system, depriving you of new features created many years ago.

Many modern apps are not compatible, limiting the usability of your device.

No one who owns an iPhone 7 will be able to update to iOS 16.

Why? You need an iPhone 8, iPhone 8 Plus or iPhone X to run iOS 16.

But, since it is time for you to look for a new phone, it would make more sense to chose an iPhone model that can run iOS 18 and iOS 26 (soon to be introduced). An iPhone 15 or iPhone 16 model would be recommended, or a new model if one is offered this fall.
