Are you saying you cannot see notifications when the iPhone is locked, or you cannot see them on the Lock Screen?
For the first, go to Settings > Notifications > Show Previews > Set it to Always.
For the latter, on the same page select the apps and ensure Lock Screen and Notification Center are check marked.
