It's likely permanent and I said earlier the LCD, but Lawrence correctly suggests you have an OLED display. Whether you want to pay Apple that much money to replace the screen on a used iPhone, when the chances are during normal operation, the burn in is likely unnoticeable, is up to you. You bought a used phone from someone You can't expect perfection in a used device.
A replacement screen will cost approximately $250 at the Apple Store / Genius Bar or an authorized Apple service shop. Would be a good idea to have the Battery Health checked and tested as well.

Yep, screen burn in. The previous owner likely had the always on display turned on ALL the time at the maximum brightness. The LCD is probably OK, but the burn in is likely permanent.
