Why do copied images from iPhone to iPad become .thumb.low instead of JPEG in Notes?

Why when i copy paste image from iphone to ipad vice versa, the file becomes .thumb.low not jpeg? this is regarding Notes

Why am I unable to open a jpeg file received in a text message? Why can’t i open a .jpeg file in text message on iPhone but can on iPad?
